According to the local civil administration bureau, the social welfare work aimed at supporting and helping the elderly people, orphaned and disabled children has developed rapidly. The social welfare programs have provided elderly people, orphaned and disabled children with favorable living and growth conditions.

　　With the implementation of the "Starlight Program", the "Programs for Tomorrow", the "Blue-sky Plan", and the "Double Thousand Plan", the establishment of physical check subsidy systems for elderly people aged above 80, and the practice of psychosis therapy service in communities, the social welfare work in Qingdao has remarkably improved. Up to the present, the beds provided for the aged people increased by 1600 last year, and 1500 elderly people enjoyed "at-home" services provided for the aged. In addition, there have been 580 "rest homes for the elderly people" with investment totaling over 90 million Yuan and 664 outdoor fitness premises for the aged involving 10 million Yuan of investment. Meanwhile, the physical check subsidy system for the senior citizens over 80 years of age has been put into practice since last year, with more than 30 million Yuan being put aside as the charity funds each year. The adoption of orphaned and disabled children is proceeding well, and has formed three orphaned and disabled children adoption patterns of family and community levels. The related government department has also implemented the "Tomorrow Plan", aimed at the employment of orphaned children when they grow up.
