Secretary of Qingdao Party Committee Du Shicheng stated on a conference that governments at all levels should pay close attention to the mission of building Qingdao into a modern metropolis with high ethic and cultural standard. In addition, all the local citizens should be mobilized and tak
e part in this activity.

Du Shicheng pointed out that to stress more efforts on the city's ethic and cultural progress is the implementation of the thinking of Three Representatives and the guidelines made by the 16th Party Congress. First of all, people should be fully aware of the importance of this mission. The ethic and cultural advancement is a city's soul, a city's symbol and the impetus for the city's development, which is vital for the city's development, its position and its prospects. Secondly, though we have made achievements in ethic and cultural progress, there still exist some problems. That's why we say it's critical to have a full awareness of promoting the city's ethic and cultural progress. Thirdly, we should be aware of the arduousness of this mission. The coming yachting competition of the 2008 Olympics is a big challenge to the city. The developed city economy, the improved facilities and the upgraded local people's living standard all require the city's ethic and cultural level to be increased.

He also stressed that efforts should be focused on 4 aspects, namely, to create a law-governed social environment in which people's thinking and actions should be regulated by law, improving people's ethic level, upgrading people's cultural level and strengthening people's political thinking.
