New Rules for the Implementation of tax levy and management laws took effect on Oct. 15. Qingdao State Tax Bureau and the Local Tax Bureau have made plans for how to implement the new rules.

The new rules have made a breakthrough in the identification of the rights of existence. The rights of existence was an enduring problem in tax levy and management. According to the new rules, the taxation department will not implement the tax maintenance and strict enforcement to daily necessities which valued under 5000 Yuan. But cars, gold, silver and jewelry, antiques, paintings as well as housing are not included. The rules also stipulated that tax payers can use the detained or sealed-up property.
