The city government will further strengthen the legalization of the planning of constructions in both rural and urban areas and scenic areas. According to the related policies and regulations, the plan of a construction project or a scenic area will take legal effect as soon as it is approved by the department concerned. Nobody will have the right to make any changes.

If the plan has to be changed or improved, any changes should be made under legal procedures accordingly. Any construction projects that are not in accordance with the overall city plan or the legal procedure of approvement will be cut down. Meanwhile, any construction activities in the historic and cultural areas and the scenic spots, which are under the protection of the government, should make deep research beforehand. If there will be any changes, the plan must be publicized at first. Any sale or any destructive constructions are severely prohibited.
