In the recently held CCP Qingdao Municipal 12th Congress, it has been put forward that in the next 5 years Qingdao will be built into a high-quality exquisite city, an international bay metropolis as well as a shining star among the cities in the world.
In the future 5 years, Qingdao will further push forth the urban spatial layout characterized by “three belts and one axis, three bays and three cities and cluster development” and construct a main form of future-oriented city group covering all the area.
“Three belts and one axis” refer to the coastal marine featured development belt covering all Shandong Province and serving a marine powerful nation, the Yantai, Weihai and Qingdao synergetic development belt targeting northeast Asia and integrating the Belt and Road, the Jinan, Weifang and Qingdao synergetic development belt connecting Europe and Asia and extending over Huang River area, the Dagu River ecological axis going through south and north Qingdao and boosting urban and rural integration.
“Three bays and three cities” means a new pattern of gulf city characterized by “central bay, west bay, east bay”. The central bay, as a central urban area relying on Jiaozhou bay cluster, will optimize urban function, gather high-end factors, inherit historical culture and heritage and manifest the urban outlook featured by “red tiles and green trees, blue sea and azure sky”. The west bay will be a west gulf city relying on the Lingshan bay cluster, where the Dong Jia Kou port city and Gu Zhen Kou demonstration military and civilian integration innovation area will be built up and a pivot for the strategy of building a powerful marine nation will emerge. The east bay will become an east gulf city relying on Ao Shan bay cluster, where the world-famous “China Blue Valley” characterized by marine education science and technology.
The “cluster development” refers to speeding up the process of advancing new-type urbanization, improving and establishing the urban system of central urban area, sub-central city, towns or streets with special features and urban and rural communities in hierarchy. Build up the central urban area respectively in the east coast, west coast and north coast. The urban area in the west coast will have the function of alleviating the pressure of non-central urban area, promoting the revitalization and development of the old city and will be built up into a fashionable and charming area. The urban area in the west coast will underscore transformation and upgrading and will be built into an exquisite and prosperous area. The urban area in the north coast will accelerate the pace of enhancing the comprehensive urban function and will be built into a high-quality vigorous area. Speed up the rise of north Qingdao; promote Pingdu and Laixi to become strategic pivots for general coordinative development. Cultivate 10 modern sub-central cities with their own features, speed up city-industry integration and push forward population aggregation. Forge 35 towns or streets of special features, develop characteristic industries and improve convenience services.
