¡¡¡¡The Qingdao Government announced the 10 key tasks for 2007,
aimed at developing urban and rural areas and upgrading people's living
standards.
¡¡¡¡Compared with last year, this year's initiatives are comprehensive and
cover more aspects of life suc
h as people's basic living needs, education,
health, and social security. It embodied the government's effort in socialist
rural construction and reflected the most practical social problems that
concerned the average people.
¡¡¡¡The 10 major tasks are as follows:
¡¡¡¡1. Stepping up effort in housing building, improving the social security
system for the low-income households, and quickening the repair of the old urban
districts and the villages interspersed within the city.
¡¡¡¡Increasing the supplies of small and low-price housing and controlling
investment in housing and stemming speculative trading in property market to
maintain a stabilized housing price. This year the four districts within Qingdao
will build 2.4 million square meters of economically affordable housing and
860,000 square meters of average commercial housing, distribute 80 million Yuan
on low-rent housing and repair 9 old urban districts and 9 villages within the
city.
¡¡¡¡2. Implementing the safe food program, and setting up a complete safe
consumption system
¡¡¡¡Encouraging the supervision over pesticide residue, setting up 60 model
vegetable, fruit and food and oil production bases and 100 standard poultry
breeding bases, and increasing the nuance-free aquaculture bases by 15%.
¡¡¡¡Tightening the market entry system, safety certifications are a must before
the food enters the market. 10 upgraded agricultural products markets and 1,200
agriculture products related shops will be built.
¡¡¡¡3. Exempting students from the school fees during their nine-year
compulsory education period.
¡¡¡¡4. Improving the Medicare and medical aid systems and solving people's
difficulties in getting medical treatment.
¡¡¡¡5. Implementing the Fluorine-free water supply program in 272 villages and
solving the drinking water problem for 183,600 people.
¡¡¡¡6. Launching "the rest home for the elderly" and "serving the elderly"
programs.
¡¡¡¡7. Changing the old (broilers?) boilers? and buses and tackling pollution
to improve the environment.
¡¡¡¡20 boilers with evaporation capacity being at 35 tons/h will be installed
with pollutants monitors and 400 buses on 11 routes will be upgraded to meet the
European III emission standard.
¡¡¡¡8. Enlarging and repairing rural clinics.
¡¡¡¡9. Standardizing the infrastructure facilities at the family-planning
service centers of the local level.
¡¡¡¡10. Enhancing emergency reaction capacity and strengthening public
security.
