　　It is the first time that the city set up such institutions at neighborhood committees besides the former three levels of employment service organizations a bove the neighborhood committees. The neighborhood committees signed labor contracts with the unemployed and offered them with jobs of cleaning, housekeepers and guards in the communities. The laid-offs and unemployed workers still enjoyed the wages and social security subsidiaries from the government. Workers from the Labor Department said that it was a new trial to set up the fourth grade employment service institute in Qingdao.
