The city government will focus its efforts to promote the strategic readjustment of the state-owned economic sector in order to strengthen the state-owned sector's power to drive the overall economy forward and increase its control power.

According to the guidelines made by the 16th P arty Congress, the key point of state-owned assets is to establish a series of new management mechanism. Based upon the prerequisite that the state-owned economy standing at the dominate position, the city government will further improve the state-owned assets' value-adding capability and control of power through asset reassembly. Meanwhile, it will take another two years to withdraw the state-owned assets from the medium and small-sized enterprises through various methods including wholesale, annexing and purchasing, joint venture and cooperation.
