Qingdao Foreing Trade Economic Committee Burief Introduction

1. Introduction
The Qingdao Foreign Trade Economic Committee is an active department of the Qingdao City Government.

2. History
At the time of the establishment of the P.R. China, provincial and city foreign trade were conducted together. Only in 1959 was separate city foreign trade enterprise introduced. In Qingdao 1977 saw the establishment of a Foreign Trade Bureau, and 6 special foreign trade companies. In 1984 the city was listed as one of the 14 special economic zones of China, and a local Foreign Economic Bureau was established. During 1986 we also established a Foreign Capital Office. Come 1988 and we were listed as a single city, hence the Foreign Trade Bureau, Foreign Trade Committee, and Foreign Capital Office, merged to form the Qingdao Foreign Trade Economic Committee and the Qingdao Foreign Investment Service Center.

3. Function
1）To carry out the directions of the National Economic Trade Policy, plan the opening policy and means at a local level and to devise and put into practice yearly, middle term and long term development plans.
2）Direct the import and export work of the city, give reports and enterprise registration information to the Foreign Affairs Trade Bureau, review trade with Taiwan, Hong Kong and Macau, arrange exhibitions, release licences and quotas, check the quality and trade marks of goods, manage the transportation of cargo and write finance and accounting reports.
3）Research the methods and strategies of development policy, check foreign trade contracts, release licences, and manage the "3 come 1 appending" project.
4）Direct measures to improve soft areas of investment, and conduct general management of foreign investment enterprise. Review the hi-tech and export foreign investment enterprises.
5) In cooperation with the relevant department, manage imports and exports, check contracts relating to the import and export of technology, check the renting project and release licenses and reports.
6）Review and report on project and labour contracts, and examine two sided or multisided aid projects.
7）Review persons planning to go abroad or living abroad, review the invitation and communication of the foreign party concerned, and report and review gifts given in relation to foreign investment enterprises.

4. Organization
The organization has a employee list including 110 active persons and 1 retired person. The list Includes: 1 chairman, 3 vice chairmen, 1 vice party secretary, 1 regulation enforcement vice secretary, 1 regulation enforcement secretary, 12 department managers, 16 vice department managers, 1 vice regulation enforcement secretary and inspection officer, special vice secretary, worker league chairman, and vice League secretary (all are Chu class).

5. Department setting
We have 12 departments, a set discipline committee (also the inspection board),
party committee, worker league, and league member committee.

Qingdao Foreing Economic Trade Committee Functions of some Departments

1. Office
General work of the committee, arrangement of important meetings, document management, document writing, public information, security, files etc plus supplementary work.

2. General Department
Completion of the Foreign Trade Cooperation and Annual Plans, public releases, revision of the foreign trade movement and policy, responsible for compilation of foreign trade history and the annual review.

3. Organization and Personnel Department
In charge of company establishment, party leaders, retired leaders, general line, overseas Chinese, national security, and construction plans.

4. Finance Department
Revision of the finance plan, direction of tax withdrawal works, direction and revision of capital and finance works, and inspection of state owned capital.

5. Plan Department
Completion of short and long term plans, general statistics regarding foreign trade and economics. Revision and report of development funding. Transportation, trade and material processing. Management of foreign transportation and goods agents.

6. Foreign Capital Management Bureau (Foreign Capital Bureau for short)
Completion of the long term annual plan and management of foreign capital, revision of contracts regarding foreign investment enterprises. Direction of capital drawing works.

7. International Economic and technology Cooperate Bureau (Cooperation Bureau for short)
Foreign economic and technology long and short term plans, and the annual plan for economic and technology cooperation.

8. Foreign Relations and Communication (Foreign Communication for short)
Management of foreign trade dealers abroad and foreign investors in China. Management of foreign gifts.

9. Enterprise Management Department (also the Audit Department)
Direction of the management of foreign trade enterprise, and promotion of system innovation in foreign trade enterprise. Production of system, audit and finance work.

10. Foreign Trade Developing Department (also the Overseas Developing Department, Trade Developing for short)
According to the nation's guidance policies and layout, report, revise and arrange domestic and international exhibitions. Also revision of the management of agents of foreign businesspeople.

11. Foreign Trade Management Department (Foreign Trade Management for short)
Distribution of quotas, supervision of the application of quotas, release of licenses for foreign trade enterprise, foreign bids and export quotas, correspondence, and issues relating to trade entanglement.

12. Rule and law department
Plan foreign trade law and annual plan, manage and draft the foreign trade rules, laws and other criterion, study international law and foreign entanglemant.
