The Urban System Plan of Shandong Province (2011-2030) was issued recently. According to the plan, the Shandong Province has made the urban development layout, which is called Dual Core Four Belts and Six Zones. Qingdao has been confirmed as the key city together with Jinan, and Qingdao will play the key role in the Jinan-Qingdao-Liaocheng urban development belt and coastal urban development belt.

    The plan raised the Dual Core Four Belts and Six Zones layout based on urban development rules and status quo of Shandong. One of the dual cores is Qingdao. The province will grasp the development opportunity of national The Belt & Road Initiative based on openness of Qingdao, and develop financing and wealth, headquarters business, business trade and logistics, tourism and exhibition and other modern service industries, advanced manufacturing industry and emerging marine industry, to establish key central city of coastal area of China, coastal tourist and recreational city, and international port city.

    The plan also made the goal of urban volume structure based on urban economic and social development level and resource and environment potential. By 2030, the megacity with 5-10 million residents in urban area are Qingdao and Jinan. (Cui Wu)
