Qingdao received official approval of reform comprehensive pilot zone, becoming the 1st city in Shandong getting this approval.

    Qingdao will further implement principles of 3+1 education comprehensive reform of Shandong, which include basic education comprehensive reform, high education comprehensive reform, building modern vocational education system, and college enrollment mechanism reform, it will accelerate to review and introduce the Qingdao Municipality Education Comprehensive Reform Plan (2016-2020). The city will enhance the overall work of education reform of Qingdao in the 13th Five Year-Plan period based on key areas and weak point of education reform of Qingdao currently, and it will invest more in cultivating innovation talent, reforming enrollment exam and review system, building education public service system, advancing deep integration of education and economic and social development, promoting social capital to sponsor education, and advancing internationalization and informationization of education, the city is going to build a talent cultivation system with an open system, flexible mechanism, connected channel and diverse options by 2020, and quicken building a fair and all-covered, strong guaranteed, and vivid featured education layout, to build Qingdao into a leading comprehensive education reform pioneer zone in China.
