The Qingdao industrial transformation and upgrade guidance fund consistently plays an important role in industrial transformation and upgrade project construction after it was established in 2015, leverage effect gradually emerged. By now the fund has invested in as much as 12 sub-funds, the total fund scale exceeds CNY 2 billion, it is expected that the financial fund attracts over CNY 1.5 billion social capital, which is over 4 times more than governmental spending.

    Qingdao is actively trying to establish an industrial stock rights project database to solve the problem of information asymmetry between industry fund and industry project. Over 100 enterprises are in the database, over 400 industrial transformation and upgrade projects are open to invested sub funds, and the city actively introduces these projects to the invested sub funds. By the end of this July, the 1st batch of invested sub funds have completed investment review of 17 projects, the total investment reached CNY 0.22 billion, 11 investment projects are completed, the total investment reached CNY 0.138 billion.
